Big news people! Governor John Bel Edwards finally signed the bill that allows marijuana flower to be sold at dispensaries in Louisiana.

House Bill 391, by Republican Rep. Tanner Magee, allows smokable flower to be sold at any dispensary in the state. Patients can now buy as much as two and a half ounces of marijuana flower every two week.
The signing of this bill is huge for Louisiana medical marijuana patients as there are many added benefits to having marijuana flower on dispensary menus. One of which is the obvious expansion of products available at dispensaries.
Before HB 391, Louisiana had a fairly progressive medical marijuana program yet there are heavy limitations on the products that you can purchase. Patients could only access non-smokable forms of marijuana such as tinctures or gummies.
HB 391 does however have an effective date of January 1, 2022. Therefore smokable flower won’t be available for purchase until after that date.
Overall the passage of this bill points towards progress in the medical marijuana community in Louisiana. Louisiana was the first state to legalize medical marijuana back in 1987 so the state has had a long history of being at the forefront of marijuana progression, especially in the south.
This new bill will also heighten the demand for medical marijuana. This would mean more money coming into Louisiana and benefiting the state as a whole.
Although this bill could increase demand, Louisiana lawmakers shared that they will only allow Wellcana and Ilera to be growers in the state. Wellcanna is partnered with LSU AgCenter and Illera Holistic Healthcare is partnered with South University AgCenter.
There is even more good news about HB 391! There are no added sales taxes that will be on smokable marijuana products for Louisiana patients.Originally the bill proposed taxing raw marijuana flower which would be the first marijuana product to be taxed in Louisiana. Thankfully this part of the proposal was left out. In less than 6 months Louisiana medical marijuana patients can get smokable marijuana flower tax-free!
